City Council Regular Meeting Minutes

September 19, 2018

 

Meeting was called to order by Mayor Ed at 6:30 p.m.

 

Pledge of Allegiance was said

 

Roll Call: Present:  Mayor: Ed Mosser; Council Members: Jim Beach, Pat Stenzel, Jeremy Henke; City Clerk: Nicole LaFrance; City Maintenance Operator: Bill Guggisberg; Absent: Council Member:  Kaleb Bjornstad; Public: Steve Seipp

 

Motion was made by Beach to approve the August 19, 2018 Regular Meeting Minutes —2nd by Stenzel—carried.

 

Public Comments:  Emily Mills and husband was present to discuss adding a dock to their lake shore property. They are following county regulations, and following steps with DNR for permitting. Council Member Henke suggested prior to moving forward to contact Sue Miller at County Highway Department for more clarification and stipulations.

 

Maintenance Report:  Guggisberg has been cleaning out catch basins and completing water samples. The 1991 Street Sweeper will be delivered tomorrow. As mentioned in August, the city will pay $3,500 upon delivery, and $3,500 in the spring of 2019. The sweeper is split between Hartland and Freeborn and they have same cost appropriations.

 

Unfinished Business: Delinquent water/sewer accounts were reviewed. Ordinance #60 had no action as of the meeting time. The Playground Equipment donations were discussed. Hopefully next spring the committee will decide which 50/50 grants will be applied for.

 

Motion made by Beach to approve resurfacing the old basketball court by M&S for $9,000.00 and —2nd by Pat—carried.

 

New Business: Henke motioned to go into closed meeting for employee reviews  —2nd by Stenzel —carried. Henke motioned to open regular city council meeting  —2nd by Stenzel  —carried.

 

Motion made by Henke to adopt the 2019 Proposed City Levy at a 4% increase and seconded by Beach—carried.

 

Motion made by Henke to pass the Resolution 2018-8 for the donations to playground equipment and seconded by Stenzel—carried.

 

Motion made  by Beach to approve the Resolution 2018-9 Special Assessment Certification  & Letters to Property Owners. Seconded by Stenzel motion carried.

 

Motion made by Henke to approve the Fire Department’s request for a One-Day Liquor and Gambling License on November 16, 2018 for their fall fundraiser. Seconded by Stenzel, motion carried.

 

Motion made by Beach to accept the resignation of Council Member Jeremy Henke, and appoint Arik Mattson as interim City Council Member. Seconded by Stenzel, motion carried.

 

Motion made by Henke to accept and approve the Accounts Payable and Reconciliation Reports –2nd by Stenzel—carried.

 

Miscellaneous:  Steve Seipp spoke of the water in his basement since the water project was complete. He will be hiring a company to check into why this is occurring. Guggisberg will contact Owen Todd if any findings occur.
