Council Meeting Minutes

November 20, 2013

Present: Mayor: Theo Beckmann; Council Members: Jim Beach, Ed Moser, Kaleb Bjornstad and Pat Stenzel; City Clerk-Treasurer: Nicole LaFrance; Maintenance Operator: Bill Guggisberg; Fire Chief Steve Siepp; Dale Hendensten

Absent:

Mayor Theo Beckmann called the meeting to order at 7:00p.m.

Council Member Kaleb Bjornstad motioned to approve the agenda. Council Member Pat Stenzel advanced; motion carried.

Council Member Ed Mosser motioned to approve the meeting minutes from October 16, 2013, which the changes to the Maintenance Report to with the removal of videotaping and pictures being taken. Council Member Jim Beach advanced; motion carried.

Bill Guggisberg, Maintenance Operator discussed that the city snow blower has arrived. He would like to have a check available in the morning Nov. 21, 2013 to pay them. He is waiting on an invoice from Ron Jacobsen. Overhead door installed a new motor on shop door. The new water treatment facility is up and running in Hartland. MN Dept. of Health came for inspection of the building. Bill has all the shut off valves located, but Duane Becker and Vick Savick properties he was unable to locate at this time. B&M Surveyors are wrapping up their portion of the water project, and in December they will start reviewing the road and start the project in the spring. Leaf burning was discussed and currently there is no ordinance in place for prohibiting leaf burning in the city limits. This will be tabled as the council is discussing several options on the removal process of leaves. Guggisberg also mentioned that the tractor tires need to be replaced. Well #1 had some electrical problems (loose connections and live wires) but this has been fixed. The lift station had a new alternator replaced, but was recommended to have a heater installed in the station. Heath has a cheaper one than DPC. Bill flushed the hydrants last week and would like to sweep once more. Bill did visit Freeborn Lumber with regards to the rain garden, but the office was vacant at the time. Bill spoke about posting a notice for no parking on the streets while snow plowing occurs. Regarding water/sewer disconnection notices, Bill mentioned that there was a list from 2011-2012 of residents that do not have hot water heaters, and we are able to disconnect if there is a need. Lastly, Bill ordered the new hot water heater for the hall.

Jim Beach motioned to approve Resolution 2013-11 Authorization of Delinquent Water/Sewer to County Auditor. Pat Stenzel advanced; motion carried.

Ed Mosser motioned to approve the liquor license renew for TB3’s for 2014. Jim Beach advanced; motion carried. Mayor, Theo Beckmann abstained.

Ordinance #52 Water/Billings/Connections was tabled until the next board meeting in December.

City Clerk, Nicole LaFrance spoke about the upcoming insurance renewal for 2014. She has a list of vehicles and properties that the Fire Department chief and Maintenance Operator can review.

A leaf program was discussed with the council. Jim Beach will contact Arnie about his charges for leaf removal.

Ed Mosser motioned to approve Resolution 2013-12 Authorization of Delinquent Fire Calls. Pat Stenzel advanced; motion carried.

Ed Mosser motioned to approve the accounts payable and reconciliation reports. Kaleb Bjornstad advanced; motion carried.

Jim Beach motioned to adjourn the meeting. Kaleb Bjornstad advanced; motion carried.
