City Council Regular Meeting Minutes

July 18th, 2018

 

Meeting was called to order by Mayor Ed at 6:30 p.m.

 

Pledge of Allegiance was said

 

Roll Call: Present:  Council Members: Jim Beach, Kaleb Bjornstad, Pat Stenzel; City Clerk: Nicole LaFrance; City Maintenance Operator: Bill Guggisberg; Fire Chief: Steve Seipp Absent: Council Member Jeremy Henke; Mayor: Ed Mosser

 

Motion made by Stenzel to approve the June 20, 2018 City Council Meeting Minutes —2nd by Bjornstad—carried.

 

Public Comments:  Al Mendenhall was present to discuss the Historical Society. After events were held this summer the group would like to add a parking lot. They would like assistance from the city. Council discussed. Guggisberg will meet with Mendenhall and check out the scope of project.

 

Maintenance Report: Guggisberg gave his maintenance report. Guggisberg spoke of the quote received from MN Pump Works for lift station repairs. Guggisberg also had quotes on used street sweeper. Council discussed the split with city of Hartland and city of Freeborn. He and Flatness will check out the sweepers and see if there is any interest.

 

Motion made by Bjornstad to approve quote from MN Pump Works for repairing the lift station. —2nd by Stenzel—carried.

 

Unfinished Business: Delinquent water bills were discussed. City Ordinance #60 Abandoned Property was discussed. Resolution 2018-5 A Resolution to Establish Fee Associated with Unlicensed Motor Vehicles was presented.

 

Motion made by Stenzel to approve Resolution 2018-5 —2nd by Bjornstad—carried. Letter will be sent to property owners on list who have unlicensed vehicles in public view.

 

There is no updates regarding local funding for playground equipment.

 

New Business: Motion made by Bjornstad to approve Resolution 2018-2 Gilmore-Stensrud Post 552 American Legion Donation for park department repairs and maintenance—2nd by Stenzel—carried.

 

Motion made by Stenzel to approve Resolution 2018-3 Gilmore-Stensrud Post 552 American Legion Donation for parks department specific to playground equipment —2nd by Bjornstad—carried.

 

Motion made by Bjornstad to approve Resolution 2018-4 Brad & Karen Miller Donation for park department specific to playground equipment—2nd by Stenzel—carried.

Accounts Payable/Reconciliation Reports: see motion below

 

Motion made by Stenzel to accept and approve the Accounts Payable and Reconciliation Reports –2nd by Bjornstad—carried.

 

Miscellaneous:

City Clerk discussed candidate filing period for city offices. Primary Election is on Tuesday, August 14th.  Beach discussed the quote received for repairing the basketball court. It was tabled.
