MEETING MINUTES

February 7, 2017

PRESENT: Mayor: Ed Mosser; Council Members: Jim Beach, Jeremy Henke, Pat Stenzel City Maintenance Operator: Bill Guggisberg; City Clerk/Treasurer: Nicole LaFrance

ABSENT: Council Mem ber: Kaleb Bjornstad,

Mayor, Edward Mosser called the meeting to order at 6:30 p.m.

City Clerk called roll.

Mayor Ed Mosser motioned to approve the January 18, 2017 meeting minutes. Council Member Jim Beach advanced; motion carried.

There were no public comments.

Under Maintenance Report, Bill Guggisberg discussed the old fire hall cancer society’s things still in the building. Also if someone still had the key to that building. Council Member Jim Beach will talk with Jeanette for timeline of removing items that are still remaining. Repairs were made regarding a regulator at the Hartland Treatment Plant. It is not under warranty. Guggisberg is finishing yearly reporting and would like to approve payment for Tier 2 reporting prior to next board meeting. Council Member Jeremy Henke motioned to approve payment. Pat Stenzel advanced; motion carried. The amount is for $158.88 for Annual Public Water Supply.

There was no unfinished business discussed.

Under new business, Council Member Jim Beach motioned to approve Resolution 2017-1 City Organization, adding Mike Yokiem to the Economic Development Liaison, replacing Pete Scheffer. Pat Stenzel advanced; motion carried.

Under new business, Council Member Jim Beach motioned to approve street overlay project change orders, and final payment that has be negotiated between the City and Ulland Brothers. Council Member Pat Stenzel advanced; motion carried.

Under new business, all the delinquent water/sewer accounts are up to date on payment plans. No shut off’s required.

Under accounts payable and reconciliation reports, Mayor Ed Mosser motioned to approve accounts payable  and reconciliation reports. Council Member Jim Beach advanced; motion carried.

Under accounts payable Mayor Ed Mosser motioned to approve PFA Loan Payment due February 21, 2017. Council Member Jim Beach advanced; motion carried.

Under accounts payable, Council Member Jim Beach motioned to approve final payment to DSG lessing out Itron Maintenance Agreement cost, as this is maintenance support cost is supposed to be covered by DSG under one year warranty. Council Member Pat Stenzel advanced; motion carried.

Under miscellaneous items Jim Beach spoke about purchasing a time clock for employees. He discussed the annual fee and how much per person the software would cost. Council approved purchase of software.

Under miscellaneous items, Jim Beach discussed the current park lease the city has in place. Currently the American Legion holds a meat raffle every Wednesday night, and proceeds go towards purchasing new park equipment. The current land lease was discussed, and possible updating length on lease to 50 years when new park equipment is installed. Mayor Ed Mosser will talk with Steve Seipp, owner of information discussed.

Under miscellaneous items, Mail Ballots was discussed for future elections. Currently Freeborn County has five cities that do mail balloting, and in-person voting is done as absentee at Freeborn County. Later on this year, the city will send out a survey in water bills to see interest the community has.

Under miscellaneous items, Farmers State Bank would like to add a picnic table near the hospice tree. They will have a cement pad for under table. This is in remembrance of Cindy Whitcomb. The city officials  approve table and cement pad.

Under miscellaneous items dog barking was discussed. Nuisance letters will be sent to R25.025.0010, and R25.035.0010. The council will discuss the dog ordinance at next meeting.

Under miscellaneous items, council discussed grants for sealing the second well, and for  a generator. Council asked Guggisberg to look for well grant information while at school in March, and possibly for a generator.

Under miscellaneous items, new chairs for city hall was discussed. There is a surplus warehouse in the cities that sells used items for discounted prices. This would also be split with the township.

Mayor Ed Mosser motioned to adjourn the meeting.  Council Member Jim Beach advanced, motion carried.
