MEETING MINUTES

December 20, 2016

PRESENT: Mayor: Ed Mosser; Council Members: Jim Beach, Kaleb, Pat Stenzel City Maintenance Operator: Bill Guggisberg; City Clerk/Treasurer: Nicole LaFrance; Public:  Brandon Flatness

ABSENT: Council Mem bers: Kaleb Bjornstad, Jeremy Henke

Mayor, Edward Mosser called the meeting to order at 6:30 p.m.

City Clerk called roll.

Mayor Ed Mosser motioned to approve the November 16, 2016 meeting minutes. Council Member Pat Stenzel advanced; motion carried.

Under public comment, Brandon Flatness from Olson Excavating was present to discuss snow removal. He also delivered invoices for 2016 work he has completed for the city. Flatness also discussed renting a space in the old fire hall to store one skid loader. He would need a key to the building. The council agreed he did need a space to store the skid loader, as it also benefits the city in relation to snow removal.

Under Maintenance Report, Bill Guggisberg discussed needing new front tires for the city tractor. He will call around to get quotes for purchase. Guggisberg spoke about being gone for medical purposes December 29th through December 31st. He will have Andy Flatness, City of Hartland Maintenance Operator fill in while he is away. Lastly, he needs to purchase a new router for his office, as his new computer requires this for printing capabilities.

Under unfinished business the city officials discussed delinquent water/sewer accounts.

Under unfinished business, Council Member Pat Stenzel motioned to approve the 2017 Final Budget for the City of Freeborn. Council Member Jim Beach advanced; motion carried.

Under unfinished business, Council Member Jim Beach motioned to approve the 2017 Final Levy at a 4% increase. Council Member, Pat Stenzel advanced; motion carried.

Under unfinished business, city council discussed the letter drafted by city clerk for delivery to Ulland Brothers for street improvement project. The city will hold final payment until more information is given to the city. The city council is currently disputing the invoice received and will have letter sent to Ulland for possible resolution.

Under new business, Council Member Jim Beach motioned to approve insurance renewal and tort liability form waiver for 2017. Council Member Pat Stenzel advanced; motion carried.

Under new business, Mayor Ed Mosser motioned to approve Resolution 2016-7 Gilmore-Stensrud Post 552 Donation to the City of Freeborn for park equipment. Council Member Pat Stenzel advanced; motion carried.

Under new business, Jim Beach added that the city safe has been repaired, and the bill should be about $140.00 to Total Glass & Lock. It will eventually need a new dial as the wires corrode.

City Clerk Nicole LaFrance spoke about her meeting with John from Bevcomm.  In March 2017, Bevcomm will be donating a computer to city hall for residents benefit and use. John will also be present at the January board meeting.

Under accounts payable and reconciliation reports, Council Member Jim Beach motioned to approve accounts payable  and reconciliation reports. Council Member Pat Stenzel advanced; motion carried. This includes payment requests for 2016 Audit: Hill, Walth, Larson & Benda: PFA eligible reimbursement in the amount of $2,489.00. Dakota Supply Group payment is still on hold until all proper documentation has been submitted and approved by Principal Engineer Owen Todd through Bolton & Menk. This also includes approval from USDA Rural Development.

There was no miscellaneous items to report.

Council Member Jim Beach motioned to adjourn the meeting.  Pat Stenzel advanced, motion carried.
