City Council Regular Meeting Minutes

August 15, 2018

 

Meeting was called to order by Mayor Ed at 6:35 p.m.

 

Pledge of Allegiance was said

 

Roll Call: Present:  Mayor: Ed Mosser; Council Members: Jim Beach, Pat Stenzel, Kaleb Bjornstad and Substitute City Clerk: Jan Beach; City Maintenance Operator: Bill Guggisberg; Absent: Council member:  Jeremy Henke; City Clerk Nicole LaFrance; Others Present: Arik and Megan Matson

 

Motion was made by Kaleb to approve the July 18, 2018 Regular Meeting Minutes —2nd by Pat—carried.

 

Public Comments:  Arik and Megan Matson requested the city to abate the assessment for mowing on the property at the end of Park Street. They have plans to purchase two lots to build a shop for their business and to build a home latter.

 

Motion was made by Pat to abate the assessment for mowing on the property at the end of Park Street R25.012.0050 and R25.040.0020—2nd by Jim—carried

 

Maintenance Report:  The lift station pump has been ordered for delivery the end of Sept. or October.  Bill has received many positive remarks on the mosquito spraying and the flower baskets around town. Bill will be on vacation Sept. 6th through the 17th.  Street light outages can be reported directly to Freeborn Mower or to Bill. Bill will look into having the water tank sold at Wagner auction, take care of the wasp nest in front of the building, and see about the kitchen sink repair. Bill and Andy from Hartland have found a used sweeper to purchase and share the cost and use between the two cities. Payments will be $3,500.00 this year and $3,500.00 next year.

 

Motion made by Jim to purchase ½ of the 1991 street sweeper to be shared with Hartland—2nd by Pat—carried.

 

Unfinished Business: Delinquent water/sewer accounts were reviewed. Ordinance #60 had no action as of the meeting time. The old Playground equipment (except the swing set) will be removed Saturday August 18th. The basketball court is still on hold because we haven’t received a response from the company.  Bill will try to find contact information on the blacktop company in Waterville.

 

New Business: The Annual Freeborn County League of Cities meeting will be attended by some of the council members. The list will be given to Nicole. The new budget was reviewed and tabled until the next meeting

Motion made by Pat to pass the resolution 2018-6 for the donation Gilmore Stensrud –transfer to Avenue of Flags Acct. and seconded by Kaleb—carried.

 

A Motion made by Jim to pass the resolution 2018-7 for the donations for Playground Equipment and seconded by Pat—carried.

 

The council approved the use of the City/Township hall for the Flu Shot Clinic by the Freeborn County Public Health.

 

Motion made by Jim to accept and approve the Accounts Payable and Reconciliation Reports –2nd by Kaleb—carried.

 

Miscellaneous:  The City has received $4,641.00 from the Minnesota Small Cities Assistance Program.
