City Council Regular Meeting Minute

September 18th, 2019

 

Roll Call: Present:  Mayor: Ed Mosser; Council Members: Jim Beach, Dale Hedensten, Arik Matson, Pat Stenzel; City Clerk: Nicole LaFrance; Maintenance Operator: Bill Guggisberg;

 

Meeting was called to order by Mayor Mosser at 6:30 p.m.

 

Pledge of Allegiance was said

 

Motion was made by Beach to approve the August 21st, 2019 Regular Meeting Minutes —2nd by Matson—carried.

 

Public Comment: Maintenance Operator Guggisberg thanked Councilor Beach for flowers being upkeep in town.

 

Maintenance Report:  Guggisberg gave his monthly maintenance report. City truck tires were rebalanced. Seal coating was completed and patching around water shut offs. Guggisberg spoke of water settling on edges of streets where they digged for water project. Engineer for project Owen Todd said he would like to come and see the settling. Guggisberg spoke that this can be corrected when city does street overlay eventually. Guggisberg will be on vacation October 4th- October 13th. Andy Flatness, City of Hartland Maintenance Operator will fill in where needed. Council discussed a mulching kit. Guggisberg spoke about trees trimmed, and will obtain quotes.

 

Unfinished Business: Delinquent water/sewer accounts were tabled.

 

Unfinished Business: Nuisance Ordinance was discussed regarding unlicensed vehicles and grass. Guggisberg and Beach will go around with list and see if we missed any vehicles moved or licensed prior to assessment that were on the nuisance ordinance list.

 

Motion made by Beach to approve public hearing and process to vacate a portion of Lake Street to CSAH No. 29 -2nd by Stenzel – carried.

 

Motion made by Hedensten to approve a Proposed 2020 City Levy increase at 4% -2nd by Matson – carried.

 

Motion made by Stenzel to approve a one-day liquor and gambling license for fire department on November 22, 2019 -2nd Beach – carried.

 

New Business: Guggisberg will call for repairs for boiler leak in fire station.

 

Motion made by Matson to accept and approve the Accounts Payable and Reconciliation Reports –2nd by Beach—carried.

 

Miscellaneous Items: Matson and City Clerk will work on city ordinances and cleaning up ordinances and resolutions that are outdated.

 

Motion made by Stenzel to adjourn —2nd by Hedensten—carried.
