City Council Regular Meeting Minute

November 20, 2019

Roll Call: Present:  Mayor: Ed Mosser; Council Members: Jim Beach, Arik Matson; City Clerk: Nicole LaFrance; Maintenance Operator: Bill Guggisberg; Absent: Council Members: Dale Hedensten, Pat Stenzel

 

Meeting was called to order by Mayor Mosser at 6:30 p.m.

 

Pledge of Allegiance was said

 

Motion was made by Beach to approve the October 16th, 2019 Regular Meeting Minutes —2nd by Matson—carried.

 

Public Comment: Sharon Honstad was present regarding the Playground Committee. She brought all three quotes and wants to go forward and order equipment for park. Donations have been made over last  few years for this project.

 

Motion was made by Beach to approve Minnesota-Wisconsin Playground Inc. in the amount of $49,650.36 —2nd by Matson—carried.

 

Public Comment: Resident Lawrence Sarber was present to discuss his water billing and payments. The city council approved omitting late fees and past due balance.

 

Public Comment: Robin Pettit and Jon Christenson were present to discuss their property lines. Our city attorney looked at this and there is no bare land piece un-owned. The Beacon website on the County Auditor-Treasurer’s page is not correct. It was recommended for them to obtain their own legal descriptions of their property and they can have is surveyed to see where the line is.

 

Maintenance Report:  Guggisberg gave his monthly maintenance report. Guggisberg spoke about the fall leaf pickup. There was about 77 addresses and some pickups between 2-3 times. He does get branches occasionally. There was damage done to shutoff valves from the last snow plowing. The ground was soft, and the repairs done to this previously was not adequate to prevent this from occurring. Guggisberg will get in touch with the company and explain what occurred. He also spoke about getting a city banner repaired, and Heath Electric is waiting on parts for hookup of the new generator purchased.

 

Unfinished Business: Delinquent water/sewer accounts were tabled.

 

Motion was made by Beach to approve Resolution 2019-11 Authorizing Action Against Properties —2nd by Matson—carried.

 

Motion was made by Matson to approve Resolution 2019-13 Playground Equipment Donation —2nd by Beach—carried.

 

 

New Business: City Clerk discussed Presidential Primary held in March. Discussion was also had about moving city council meeting because of conflict in council member schedules. December meeting will be moved to Tuesday, December 17th.

 

Motion made by Beach to accept and approve the Accounts Payable and Reconciliation Reports –2nd by Matson—carried. This includes the December Water G.O. Bond payment of $40,378.75 on or before 1/1/20.

 

Miscellaneous Items: City Clerk attended a nuisance properties meeting with water billing discussions, she dicussed other cities formats, and information received.

 

Motion made by Beach to adjourn —2nd by Matson—carried.
