City Council Regular Meeting Minutes

November 28, 2018

 

Meeting was called to order by council member Beach at 6:30 p.m.

 

Pledge of Allegiance was said

 

Roll Call: Present:  Council Members: Jim Beach, Kaleb Bjornstad; Pat Stenzel, Arik Mattson; City Clerk: Nicole LaFrance; City Maintenance Operator: Bill Guggisberg; Absent: Mayor: Ed Mosser;  Public: Dale Hedensten

 

Motion was made by Stenzel to approve the October 17th, 2018 Regular Meeting Minutes —2nd by Bjornstad—carried.

 

Maintenance Report:  Guggisberg gave his maintenance report. First week of March he will be attending water school for licensing hours. Lift station has a new pump in. The valve boxes/water shut off boxes on streets are of concern. The snowplow company has hit a few. Guggisberg is thinking of ways to resolve this issue, and which intersections are in need. Olson Excavating is aware and Guggisberg and Flatness will discuss the problem. Guggisberg is working on rain garden. Council spoke about contract for snow removal. And would like to place bids in August 2019 for opportunities of lowering the retainage billing associated with contracts.

 

Unfinished Business: Delinquent water/sewer accounts were reviewed.

 

Motion made by Stenzel to approve final Resolution 2018-9 Special Assessment Orders-Certification – 2nd by Matson – carried.

 

New Business: City Clerk will include in next water billing, the 50 cent increase for garbage contract beginning in January 2019; as well as no parking on streets after snow falls (1 inch or more) for plow to get through. The City Council moved their council meeting to Tuesday, December 11th at 6:30pm. Clerk will let Mayor know day/time change, and Beach township members. City Clerk discussed workers compensation renewal. Councilor Beach discussed TB3’s new EDA Loan Request. City Clerk will talk with Steve Moline about Housing Program.

 

Motion made by Bjornstad to approve Resolution 2018-12 Donations for Playground Equipment – 2nd by Stenzel – carried.

 

Motion made by Stenzel to approve Resolution 2018-13 Canvass Election Results – 2nd by Bjornstad – carried.

 

Motion made by Stenzel to approve City Water Obligation Bond Payment in the amount of $40,736.25 – 2nd by Bjornstad – carried.

 

Motion made by Bjornstad to go into closed meeting for employee annual reviews – 2nd by Stenzel – carried.

Motion made by Matson to accept and approve the Accounts Payable and Reconciliation Reports –2nd by Stenzel—carried. This includes Fire and Ambulance Department bills and board member pay approved to Mosser for meeting supposed to be held last week he requested off for.

 

Miscellanous Items: The old Ambulance has an offer for being sold, and city will start to gather title work and information.
