MEETING MINUTES

May 17, 2017

PRESENT: Mayor: Ed Mosser; Council Members: Jim Beach, Jeremy Henke, Pat Stenzel City Maintenance Operator: Bill Guggisberg; City Clerk/Treasurer: Nicole LaFrance; Public: Steve Seipp

ABSENT: Council Member Kaleb Bjornstad

Mayor, Edward Mosser called the meeting to order at 6:30 p.m.

City Clerk called roll.

Mayor Ed Mosser motioned to approve the April 19, 2017 meeting minutes. Council Member Pat Stenzel advanced; motion carried.

There were no public comments.

Under Maintenance Report, Bill Guggisberg discussed speaking with Cranecreek for estimates on repairing basketball courts. There were repairs/replacements to the chlorine head and lines at the water treatment plant. The city should expect a bill to split between Hartland and Freeborn. Funds are set aside in a water treatment plant account for these expenses. He has been trying to get in contact with Buzz or someone from BCM construction for the repair of the tennis court fence. On June 8th, 2017 at 10:00a.m. Owen Todd (Bolton & Menk-Principal Engineer; Laurie Balata (USDA RD); and BCM will be present to do the one-year warranty review. A list should be prepared for any properties or problem areas seen from the water improvement project to be addressed at this meeting. Guggisberg is concerned with the condition of Fourth Avenue, as the street is cracking and possible freezing this winter is a concern. Bill will get in touch with Owen or Ulland. He spoke about a patch needed for basketball courts. The Flags and Banners was discussed. Do the banners and flags reside on same pole or every other pole. Funding for the beautification project/flowers for barrels was discussed. Hospice Tree was discussed and an extension to round it off was discussed. Guggisberg asked council if he should put dock in, and had questions for that when they drain the lake. Lastly Guggisberg will be mowing to the hill at the softball field.

Under unfinished business, delinquent water and sewer bills were discussed. City Clerk will adjust 602 3rd Avenue and 401 4th Avenue water bills to long term vacancy.

Under unfinished business motion was made by Council Member Jim Beach to approve Resolution 2017-3 Sunday Liquor Law Change effective July 2017. Council Member Jeremy Henke advanced; motion carried.

Under unfinished business 602 3rd Avenue will receive a grass violation letter.

Under unfinished business, information for ATV safety and laws will be provided/with website link for city residents information. This will be placed on water bills.

Under new business, chickens were discussed. and the Ordinance #58 was discussed.

Under new business, council discussed Jan and Sandy creating a printing a handful of Welcome Booklets for new residents moving to Freeborn. The cost is $0.25 page/ $1.75 a booklet; for 25 booklets.

Under accounts payable and reconciliation reports, Council Member Jeremy Henke motioned to approve accounts payable  and reconciliation reports. Council Member Pat Stenzel advanced; motion carried.

Under miscellaneous items, dog complaint are still occurring. Council Member Henke discussed speaking with Sheriff’s Department. City Clerk will verify information with city attorney.

Mayor Ed Mosser motioned to adjourn the meeting.  Council Member Pat Stenzel advanced, motion carried.
