MEETING MINUTES

June 21, 2017

PRESENT: Mayor: Ed Mosser; Council Members: Jim Beach, Kaleb Bjornstad, Pat Stenzel; City Maintenance Operator: Bill Guggisberg; City Clerk/Treasurer: Nicole LaFrance; Public: Angela McCormick

ABSENT: Council Member Jeremy Henke

Mayor, Edward Mosser called the meeting to order at 6:30 p.m.

City Clerk called roll.

Mayor Ed Mosser motioned to approve Angela McCormick from Americana Insurance to be added to the agenda. Council Member Kaleb Bjornstad advanced; motion carried.

City insurance agent, Angela McCormick was present to introduce herself and answer any questions the council has for insurance coverage and discussion of current coverage. A newer ambulance is being purchased and will be added for coverage. The older ambulance will be removed from insurance once sold.

Council Member Jim Beach motioned to approve the May 17, 2017 meeting minutes. Council Member Pat Stenzel advanced; motion carried.

There were no public comments.

Under Maintenance Report, Bill Guggisberg discussed digging a new line to 308 7th Avenue. There are holes in the copper line, and the resident has very little water pressure. A plastic line, same 1 inch replacement will be completed and billed to city. Guggisberg spoke of BCM warranty, and the list the city gave to the contractor for settling, seeding, etc. He will be spraying for mosquitoes tomorrow. Council members requested for him to get bids on re-shingling the shop roof, repair burn pile yellow sign, and clean catch basins.

Under unfinished business the property at parcel 25.022.0030 requested to put up a fence. City Clerk sent letter to property owner as an invitation to this city board meeting to discuss his plan or contact a city council member with information on fencing. Council Member Bjornstad received a drawing of the fencing on property. Council would like to see the property debris be cleaned up prior to the fence being built. Bjornstad will speak with property owner, and city clerk will send a letter with information discussed at meeting.

Under unfinished business delinquent water/sewer accounts were discussed. Shut off date is scheduled on July 6th.

Under unfinished business, Ordinance #58 Regulation of Keeping of Dogs, Cats and Other Animals. If a property owner would like to have chickens, the ordinance requires that the owner attend a council meeting for approval.

Under unfinished business, City Clerk will contact city attorney on park equipment lease. If the city puts new equipment on leased property, and the property sells to another individual, that the city lease for equipment and land use is still intact.

Under new business, Council Member Pat Stenzel motioned to approve council pay. Adding Council Member Kaleb Bjornstad to the approved payments as he is not on reconciliation report printed. Mayor Ed Mosser advanced; motion carried.

Under new business, employee Jan Beach would like to be paid quarterly, rather than bi-weekly. Council Member Kaleb Bjorntad motioned to approve. Mayor Ed Mosser advanced; motion carried. Member Jim Beach abstained.

Under new business, a resident discussed with Council Member Bjornstad about purchasing the park equipment next to the old school. Council tabled item.

Under new business, the rain garden inspection report was discussed. Guggisberg will get an estimate from Schrader’s on landscaping edging.

Under accounts payable and reconciliation reports, Council Member Jim Beach motioned to approve accounts payable  and reconciliation reports. Council Member Kaleb Bjornstad advanced; motion carried.

Under miscellaneous items, City Clerk requested vacation July 14th-July 21st.

Council Member Kaleb Bjornstad motioned to adjourn the meeting.  Council Member Pat Stenzel advanced, motion carried.
