MEETING MINUTES

December 19, 2017

PRESENT: Mayor: Ed Mosser; Council Members: Jim Beach, Kaleb Bjornstad, Jeremy Henke, Pat Stenzel; City Clerk/Treasurer: Nicole LaFrance; Mainteance Operator Bill Guggisberg; Public:

ABSENT:

Mayor, Edward Mosser called the meeting to order at 7:30 p.m.

The pledge of allegiance was recited.

City Clerk called roll.

Council Member Jim Beach motioned to approve November 15, 2017 meeting minutes. Council Member Pat Stenzel advanced; motion carried.

There  was no public comment to be heard.

Under Maintenance Report the Bill Guggisberg discussed the cleaning out old city hall, three street lights were replaced by Freeborn Mower with LED bulbs. He will attend water schooling the first week of March, and will start up the generator for lift station and building for maintenance.

Under unfinished business delinquent water/sewer accounts were discussed. Nuisance Ordinance was discussed and city clerk will gather info from other cities for reference.

Under new business, Kaleb Bjornstad motioned to go into closed meeting for personnel reviews. Jeremy Henke advanced; motion carried.

Under new business, Kaleb Bjornstad motioned to close the closed meeting. Jim Beach advanced; motion carried.

Under new business Jeremy Henke motioned to approve the city levy for 2018 at a 4% increase. Council Member Pat Stenzel advanced; motion carried.

Under new business Jeremy Henke motioned to approve the 2018 Final Budget. Council Member Pat Stenzel advanced; motion carried.

Council Member Kaleb Bjornstad motioned to approve Resolution 2017-5 Donation from American Legion. Council Member Pat Stenzel advanced; motion carried. Abstain: Jim Beach.

Council Member Kaleb Bjornstad motioned to approve Resolution 2017-6 Annual Polling Place. Council Member Jim Beach advanced; motion carried.

 

Council Member Kaleb Bjornstad motioned to approve ambulance pay, tires, Medicaid recertification, nozzles and flash hoods for the fire and ambulance department. Council Member Jim Beach advanced; motion carried.

Next city council meeting will be moved to Tuesday, December 19th at 7:30pm, with employee reviews being held in closed meeting.

Under accounts payable and reconciliation reports, Council Beach motioned to approve accounts payable  and reconciliation reports. Council Member Henke advanced; motion carried. This ambulance and fire department bills and council pay.

Under miscellaneous items to report the city would like to post bids and pictures to sell the generator.

Under miscellaneous items a letter will need to be generated to old school building owners to keep the building secure.

Council Member Bjornstad motioned to adjourn the meeting.  Council Member Henke advanced, motion carried.
