MEETING MINUTES
December 16, 2015
PRESENT: Mayor: Ed Mosser; Council Members: Jim Beach, Kaleb Bjornstad, Jeremy Henke, Pat Stenzel; City Maintenance Operator: Bill Guggisberg; City Clerk-Treasurer: Nicole LaFrance; Fire Chief: Steve Seipp;

Mayor Edward Mosser called the meeting to order at 6:30 p.m.
City Clerk, Nicole LaFrance called roll.
Council Member Kaleb Bjornstad motioned to approve the November 18, 2015 meeting minutes. Council Member Jim Beach advanced; motion carried.
Maintenance Operator, Bill Guggisberg gave the maintenance report. Guggisberg spoke about maintaining the rain garden. His computer monitor is no longer working and he will try to get a new one for require reporting. His printer is also going out, and he will see if he can get this repaired as he has just purchased ink. He has discharged the ponds for a second time, as he needed additional testing and samples to send in to MDH. He also discussed the ash built up out at the brush pile. He was planning on digging a hole and then to bury it. The council and Guggisberg discussed the winter snow removal process, and if there is a need to sand any city streets and intersections. The county, if requested, will complete this rather than purchasing the sand, and having it sit somewhere and not getting used. Referring to the water project, he discussed the bids for the water meters and mains in the city. USDA Rural Development is still analyzing the specifics, and Bolton & Menk will change any necessary language to comply with their requirements.
Under unfinished business, Council Member Jeremy Henke spoke with Maintenance Operator on the contractors work when they repaired the streets for water project. The culvert near his home is ponding, and believes that this will need to be cleaned. Guggisberg will check into this. Council Member Jim Beach discussed the lawn mower claim with the BCM Construction. Everything went smoothly, and property owner’s lawnmower is repaired.
Under new business, Council Member Jim Beach motioned to approve the City of Freeborn 2016 Final Levy at a three percent increase. Council Member Pat Stenzel advanced, motion carried.

Council Member Kaleb Bjornstad motioned to close the meeting and go into a closed meeting for yearly personnel reviews. Council Member Jeremy Henke advanced; motion carried.
Council Member Jim Beach motioned to open the regularly scheduled board meeting. Council Member Jeremy Henke advanced; motion carried.
Council Member Jim Beach motioned to approve the accounts payable and reconciliation reports. Council Member Pat Stenzel advanced; motion carried. This motion includes a payment to BCM Construction Payment Request #4 for $185,559.69; Bolton & Menk Invoice number: #184403 $15,426.00; American Engineering & Testing invoice number: #804867 $3,650.50, and Briggs & Morgan invoice number: #570813 $4,505.22.
There was no miscellaneous items to report.
