Council Meeting Minutes

August 19, 2015

Present:  Mayor: Ed Mosser; Council Members: Jim Beach, Pat Stenzel; Maintenance Operator: William Guggisberg; City Clerk:  Nicole Marlin, Public:  Steve Siepp; Bolton and Menk Principal Engineer: Owen Todd.

Absent:  Council Member: Kaleb Bjornsted; Council Member: Jeremy Henke

Mayor, Ed Mosser called the meeting to order at 6:30.

City Clerk, Nicole Marlin called role.

Council Member Jim Beach motioned to approve the July 19th, 2015 meeting minutes as amended with the name change of Wayne Sorenson.  Pat Stenzel advanced; motion carried.

Owen Todd was present from Bolton and Menk for Engineers Report.  Owen talked about the Construction that was going on and that the construction company only had 120 feet of pipe in on the end of Baker, and they should have been back today but the weather scared them away.  Monthly meeting was scheduled on Tuesday but was cancelled due to no pay request.  Will have a monthly meeting next coming up with a pay request.  They are sticking with their plan of doing the work in Hartland and then moving the crew over here, and then having the connection line between the 2 cities.

Principal Engineer, Owen Todd also talked about an Amendment to Owner-Engineer Agreement.  This agreement will take us all the way thru the end of the Construction Project.  Council Member Jim Beach motioned to approve the 2015-12 Resolution to approve the Amendment to Owner-Engineer Agreement.  Council Member Pat Stenzel advanced; motion carried.

Principal Engineer, Owen Todd talked about the water meters and that Owen Todd sent the specs to Jim Hammer from RD and waiting on his blessing and then will open bid for the Water Meters.

Maintenance Operator, Bill Guggisberg talked about inspection on the ponds.  There are a few violations, there are only 2 that have to be addressed by Sept, and they have already been addressed.  We are able to share the testing equipment with Hartland for testing of the ponds.  By doing this the city saved over $7,000.00 and the 2 maintenance operators will draw up an agreement about where the equipment will be stored and how they have access to it.

Maintenance Operator, Bill Guggisberg talked about the leaf vacuum and checking out the prices of the trailer.  Home Depot: $599 for the trailer, Fleet Farm, trailer with no floor; $395.  Bill thinks that it would be better for the one with the no floor to keep the trailer cleaner than the one with the floor.  Council Member Pat Stenzel motioned to approve a floorless trailer from Fleet Farm for the price of $395.00.  Council Member Jim Beach advanced; motion approved.

Maintenance Operator, Bill Guggisberg will be working for the City of Alden to help in the areas that they need a licensed Maintenance Operator.  The hours would go around the City of Freeborn hours and that it would be until that spot is filled.

In unfinished business Hazardous Properties were addressed.  Council Member Jim Beach motioned to approve the Resolution 2015-10 razing a Hazardous Building (510 Park Avenue).  Council Member Pat Stenzel advanced; motion approved.

In unfinished business Hazardous Properties were addressed.  Council Member Pat Stenzel, motion to approve Resolution 2015-11 razing of a Hazardous Building (207 5th Ave).  Jim Beach advanced; motion carried.

In unfinished business Hazardous Properties were addressed.  Council would like to hold off on the Hazardous building at 400 5th Avenue to see what it would cost the city to board up before passing the resolution so the city would not have to foot entire bill.

In public concern was Steve Seipp regarding the lease for the church lot.  He is in the middle of switching insurance companies and that he would sign the lease after the new insurance agent agreed with it and gets a policy.

In new business we are to schedule a Special Meeting for the 2016 Budget, set for Tues Sept 8th at 6:30pm.

In new business City Clerk asked that Nicole LaFrance come back as the City Treasurer as there is more help needed for the City with the budget, water project and Audit.  Council Member Jim Beach motioned to approve Nicole LaFrance as the City Treasurer.  Council member Pat Stenzel advanced; motion carried.

In new business Bevcomm is asking that we agree to have a fiber optic line go into Freeborn and that they would provide a free computer in the City hall for residents to use if we agreed to it.  Council agreed.

Council member Pat Stenzel motioned to approve the accounts payable and reconciliation reports.  Council member Jim Beach advanced; motion carried.

Council member Jim Beach motioned to adjourn the meeting.  Council member Pat Stenzel advanced; motion carried.
